(A) The following uses shall be permitted uses within the Flood Fringe District to the extent that they are not prohibited by any other ordinance or section of the city code.
(1) Any use permitted in paragraph § 151.050, above.
(2) Accessory structures provided they comply with the provision of § 151.053(E), above.
(B) No use shall be permitted which will adversely affect the capacity of channels or floodways of any tributary to the main stream, or of any drainage ditches or any other drainage facility or system.
