(A) (1) The purpose of the Property Maintenance Code is to provide minimum standards to safeguard life or limb, health, property and public welfare by regulating and controlling the use and occupancy, location and maintenance of all existing residential and nonresidential structures and all existing premises within the city.
(2) The purpose of the Property Maintenance Code is not to create or otherwise establish or designate any particular class or group of persons who will or should be especially protected or benefited by the terms of this code.
(B) Each and all of the regulations, provisions, penalties, conditions and terms of the Property Maintenance Code are hereby referred to, adopted and made a part hereof as though fully set forth in this subchapter.
