Because of the variation as to both amount and type of waste from commercial or industrial establishments, the refuse may be collected by any contractor licensed by the county or other appropriate governmental entity for the collection of the refuse. The city shall not regulate or grant permits for the collection, transportation or disposal of commercial or industrial refuse.
