(A) All persons whose names are included in the compulsory residential list shall be charged a monthly unit service fee for the collection, transportation and disposal of residential refuse. The service fee shall be determined from time to time by resolution of the City Council and shall be based upon the number and size of containers used by the owner or occupant of the dwelling unit for storage of residential refuse prior to its collection, transportation and disposal.
(B) Additional service for the collection, transportation and disposal of residential refuse may be obtained by any person who owns or occupies a dwelling unit upon contacting a contractor who has received a permit from the city to collect, transport and dispose of residential refuse. The contractor shall charge a fee for additional service negotiated on an individual basis between the customer and the contractor.
