§ 96.16 PURPOSE OF SUBCHAPTER.

This subchapter is hereby declared to be a measure for the purpose of controlling the collection, transportation and disposal of residential refuse as shall accumulate within the city and for the purposes of promoting the public health, safety and welfare of persons residing within the city.
