The City Council finds and determines that the public health, safety and welfare of the people of the city and others shall, from time to time, require construction and installation of public sidewalks in various areas of the city in order to promote the safety of pedestrians traversing such areas. In order to most fairly and equitably spread the costs of such construction and installation, it is hereby declared, as a matter of public policy, that the provisions of this division shall serve as a guide in determining responsibility for costs, and benefits to be derived from, construction and installation of public sidewalks within the city.

(A) Costs assessed. One hundred percent of the costs for the initial installation for sidewalk facility shall be assessed against the abutting properties.
(B) Repair and/or replacement. Fifty percent of all costs of sidewalk repair and/or replacement shall be assessed against the abutting property owners and the remaining 50% shall be assumed by the city. When it is determined that repairs and/or replacements are to be made, the City Council may order a public hearing on the matter and, following the hearing, order the improvements made.
