(A) All sidewalks, curbs and gutters within the city shall be constructed and repaired with the materials, in the manner and in accordance with the specifications and standards as shall be determined from time to time by the Street Commissioner and approved by the City Council. Sidewalk widths shall be established by the City Council. Grades of sidewalks shall be determined by the City Surveyor.
(B) It shall be the duty of the Street Commissioner to maintain on file in his or her office true copies of all ordinances, resolutions, rules, regulations and orders of the City Council, and all grades determined by the City Engineer, relating to the construction and repair of sidewalks, curbs and gutters; and the records shall be made available to interested persons during all regular business hours.
