No person shall keep any number of dogs or cats or combination thereof at a location within the city except on a parcel or lot where there is a resident occupant except for those locations which are:
(A) A city-owned or operated dog pound;
(B) A place of business of a licensed veterinarian; or
(C) A kennel licensed by the Minnesota Board of Animal Health.
