(A) It shall be unlawful for any person, directly or indirectly, or in any manner, to break or assist in breaking open any city pound, or any enclosure in the city, wherein animals are impounded, under the provisions of this chapter.
(B) It shall be unlawful for any person to hinder, delay or obstruct any person engaged in driving to any city pound or any enclosure in the city for impounding animals, any animal liable to be impounded under the provisions of this chapter.
