During the period of any emergency as set forth in this chapter, the following restrictions on parking shall be in effect. On all public streets within the city, all vehicles shall be removed from any public street or portion thereof where snow removal has not been completed during the emergency period as soon an reasonably possible and in all events within 24 hours of the commencement of the emergency.
