SEC. 1.04 POWERS OF THE CITY.
   The city has all powers that may be possible now or in the future for a Minnesota municipal corporation to exercise. The section grants to the city every power that the citizens could lawfully give to themselves as a municipal corporation, including the power to preserve, protect and promote the health, safety, and general welfare of the city. The specific mention of particular powers in this charter does not limit the general powers conferred by this section. The city may exercise a power given to statutory cities unless that power is specifically prohibited by this charter or the State of Minnesota.
