§ 32.15 BOARD COMPOSITION.
   (A)   The town’s Municipal Park Board, hereafter referred to as “the Board”, shall be composed of four members appointed by the Town Council. Each of these members must be a resident of the town. In addition, the Municipal Park Board shall have one ex officio member who is a member of the governing body of the East Allen County School Corporation, as selected by that body, or alternatively a resident of the territory of the East Allen County School Corporation as designated by the governing body of the School Corporation. The ex officio member shall have all the rights of the regular Board members, including the right to vote. A vacancy in the ex officio position shall be filled by the School Corporation.

   (B)   The Board members selected by the Town Council shall be selected as follows.
      (1)   Board members shall be appointed on the basis of their knowledge and interest of parks and recreation.
      (2)   No more than two members may be affiliated with the same political party except in the situation described in I.C. 36-10-3-4.1 (waiver of requirements) and following the prescribed waiver procedure.
      (3)   Members of the Board must be residents of the town.
      (4)   Municipal executives or members of the Town Council may not serve on the Board.
