§ 152.043 R4 DISTRICT.
   (A)   R4 District intent, permitted uses, and special exception uses.
      (1)   District intent.
         (a)   The R4 District, Old Town Neighborhood Residential, is intended to provide a land use category for small lots and small to medium single-family detached homes. The provisions that regulate this land use district should protect, maintain and promote where possible the “old town” areas in Leo-Cedarville.
         (b)   The Plan Commission and Board of Zoning Appeals should strive to protect this district from business encroachment, conflicting land uses, and non-family oriented businesses.
      (2)   Permitted uses.
         (a)   Residential.
            1.   Dwelling, single-family.
         (b)   Institutional/public facilities.
            1.   Public park/recreation center.
         (c)   Miscellaneous.
            1.   Accessory structures;
            2.   Decks attached or free standing;
            3.   Private swimming pool.
      (3)   Special exception uses.
         (a)   Residential.
            1.   Dwelling, multifamily, duplex;
            2.   Bed and breakfast facility;
            3.   Boarding or lodging house;
            4.   Child care home (owner occupied home);
            5.   Children’s home;
            6.   Group home;
            7.   Manufactured home;
            8.   Residential facility for the developmentally disabled;
            9.   Residential facility for the mentally ill;
            10.   Home occupation.
         (b)   Institutional/public facilities.
            1.   Church, temple or mosque;
            2.   Community center;
            3.   Fire station;
            4.   Library;
            5.   Post office;
            6.   School, public/private.
         (c)   Communication/utilities.
            1.   Cellular/communication/radio/television tower;
            2.   Pipeline pumping station;
            3.   Public wells;
            4.   Telephone exchange;
            5.   Utility substation.
         (d)   Miscellaneous.
            1.   Artificial lake.

Minimum Lot Per Family:
• 5,000 square feet
Minimum Lot Width:
• 40 feet
Minimum Lot Frontage:
• 40 feet on a Public Street with access from said Public Street
Minimum Front Yard:
• 20 feet when adjacent to a Primary Arterial Road
• 20 feet when adjacent to a Secondary Arterial Road
• 20 feet when adjacent to a Collector Road
• 20 feet when adjacent to a Local Road
Minimum Side Yard:
• 7 feet
Minimum Rear Yard:
• 15 feet for the Primary Structure
• 3 feet for Accessory Structures
 
Maximum Structure Height:
• 40 feet for the primary structure, from the grade at the front entrance
• 20 feet for Accessory Structures
