(A) Traffic leaving Leo High School.
(1) No vehicle may make a left turn (i.e., south) when exiting the circle drive in front of Leo High School onto Amstutz Road. Vehicles exiting the circle drive of Leo High School shall only turn right (i.e., north) onto Amstutz Road.
(2) Any person operating a vehicle in violation of this division (A) shall be subject to a fine of not more than $200 for each violation.
(3) No person shall be subject to any fine pursuant to division (A)(2) until a proper traffic- control device or sign has been erected on such street or at such intersection. Any such sign shall comply with the requirements of the state’s Uniform Traffic-Control Devices Manual, if applicable.
(B) Through truck traffic prohibited.
(1) Definitions. For purposes of this division (B), the following definitions shall apply:
TRUCKS. A motor vehicle with more than one axle.
THROUGH TRAFFIC. Vehicular traffic traversing a town road or street without a commercial reason to stop.
(2) Prohibition on through traffic. Through traffic by trucks is prohibited on Walnut Street west of Wayne Street and on Donald Avenue east of Amstutz Road in the town.
(3) Exemptions. This division (B) shall not apply to emergency services vehicles, school buses, trash collection trucks belonging to a company that has a valid solid waste disposal contract with the town, trucks making deliveries to or picking up items from residents or businesses on Walnut Street or Donald Avenue or a local road intersecting with Donald Avenue or Walnut Street, moving vans and trucks belonging to a business or resident of Walnut Street, Donald Avenue or Apple Acres Addition.
(4) Violations. Any person operating a vehicle in violation of this ordinance shall be subject to a fine of not more than $500 for each violation.
(5) Placement of appropriate signs. No person shall be subject to any fine pursuant to division (B)(4) above until proper traffic control devices or signs have been erected at the intersection of Wayne and Walnut Streets and at the intersection of Donald Avenue and Amstutz Road. Any such sign shall comply with the requirements of the Indiana Uniform Traffic Control Devices Manual, if applicable.
