For the purpose of this chapter, parking shall not be prohibited in the following areas:
(A) Parking within ten feet of the edge of a street where no curb is present, provided that the vehicle is not parked over or otherwise obstructing a sidewalk or other public right-of-way; or
(B) Parking in a yard for the purpose of unloading a vehicle, washing a vehicle, or some other similar purpose. The vehicle, however, must be removed from the yard once the task is completed.
