The Town Council shall have placed and maintained official traffic-control devices when and as required under the traffic ordinances of the town to make effective the provisions of such ordinances, and may place and maintain such additional traffic-control devices as the Town Council may deem necessary to regulate, warn, or guide traffic under the traffic ordinances of the town or state vehicle code.
