§ 34.29 PURCHASES OF SERVICES.
   The purchasing agents may purchase services in whatever manner the purchasing agents deems reasonable. The purchasing agents may purchase services on the open market without receiving quotes or bids. However, preference will be given to service providers who participate in state, federal, or municipal pricing programs if such service provider exists.
