4-2-4: INVESTIGATION OF APPLICANT; ISSUANCE OR DENIAL OF LICENSE:
The mayor shall investigate the applicant and make his report and recommendation to the village council. Upon approval of the application by the village council, said operator's license shall be issued; provided, that no operator's license shall be issued by the village to any of the following:
   A.   A person who has not been a bona fide resident of the village for at least six (6) months immediately preceding the filing of the application.
   B.   A person who is not of good character or reputation in the village.
   C.   A person who is not a citizen of the United States of America.
   D.   A person who has been convicted of a felony under the laws of the state of Illinois or any other state or federal government.
   E.   A person who has been convicted of pandering or other crime or misdemeanor opposed to decency and morality.
   F.   A person who, at the time of application for renewal of an operator's license hereunder, would not be eligible for such license upon a first application.
   G.   A corporation, if any officer, manager, director or shareholder would not be eligible to receive an operator's license hereunder for any reason.
   H.   A person who is a law enforcing public official, mayor or a member of the council. (Ord. 12-97, 7-1-1997)
