The mayor shall investigate the statements in each application, and within thirty (30) days after such application has been made to the village clerk, as aforesaid, the mayor shall either approve or reject the application. In the event the mayor approves the application and grants the license applied for, the clerk shall issue the license to the applicants, upon the payment, in advance, of the license fee required by this chapter and the execution of such penal bond as aforesaid.
