There is hereby created the plan commission for the village. The members of the plan commission shall be appointed by the mayor subject to confirmation by the village council. Members of the plan commission shall reside within the village or within territory contiguous to the village and not more than one and one-half (11/2) miles beyond the corporate limits and not included within any other municipality.
