12-3-4: FINAL PLAT:
   A.   Procedure For Approval:
      1.   The final plat shall conform substantially to the preliminary plat as approved and, if desired by the subdivider, it may constitute only that portion of the approved preliminary plat which he proposes to record and develop at the time; provided however, that such portion conforms to all requirements of these regulations.
      2.   Application for approval of the final plat, including all engineering drawings, shall be submitted in writing to the village clerk and shall be accompanied by the fee and engineering review fees as required in these regulations. The application shall be submitted at least ten (10) days prior to the meeting of the plan commission for its review and recommendations and approval or disapproval.
      3.   Four (4) copies of the final engineering plans and specifications required for approval shall be prepared as specified, and shall be submitted to the village clerk within one year after approval of the preliminary plat; otherwise such approval shall become null and void unless application for an extension of time is made to and granted by the village council. Such extensions will not require an additional fee or filing of additional copies of the plat. The village clerk shall promptly notify the plan commission and provide all necessary information to the plan commission.
      4.   When a person submitting a final plat of subdivision or resubdivision for final approval has supplied all drawings, maps, and other documents required by the village ordinances to be furnished in support thereof, the plan commission shall make its recommendation to the village council within twenty one (21) days from the date of filing the last required document or other paper or within twenty one (21) days from the date of filing application for final approval of the plat, whichever date is later.       5.   Filing:
         a.   Together with any recommendation from the plan commission, one tracing of the final plat of the subdivision, drawn in ink on Mylar, and at least eight and one-half inches by fourteen inches (81/2" x 14") but not more than thirty inches by thirty six inches (30" x 36") in size, shall be submitted to the village council for approval.          b.   When a person submitting a final plat of subdivision or resubdivision for final approval has supplied all drawings, maps, and other documents required by the village ordinances to be furnished in support thereof, and if all such material meets all village requirements, the corporate authorities shall approve the proposed plat within sixty (60) days from the date of filing the last required document or other paper or within sixty (60) days from the date of filing application for final approval of the plat, whichever date is later. The applicant and the corporate authorities may mutually agree to extend the sixty (60) day period.
If the preliminary or final plat is approved, the village clerk shall attach a certified copy of the order or resolution of approval to a copy of the plat. If the proposed plat is disapproved, the order or resolution shall state the reasons for the disapproval, specifying with particularity the aspects in which the proposed plat fails to conform to the official map. A copy of the order or resolution shall be filed in the office of the village clerk.
         c.   Upon approval by the village council, the subdivider shall record the plat with the county recorder within three (3) months. If not recorded within this time, the approval shall be null and void. Immediately after recording, the original tracing or a duly certified cloth reproducible copy shall be filed with the village.
   B.   Required Information:
      1.   Final Plat: Final plat shall be drawn in ink on Mylar not to exceed twenty four inches by thirty six inches (24" x 36") and shall be at a minimum scale of one hundred feet to the inch (1" = 100'). Where necessary, the plat may be on several sheets accompanied by an index sheet showing the entire subdivision. For large subdivisions, the final plat may be submitted for approval progressively in contiguous sections satisfactory to the plan commission. The final plat shall show the following:
         a.   Primary control points, approved by the village engineer, or descriptions and "ties" to such control points, to which all dimensions, angles, bearings, and similar data on the plat shall be referred.
         b.   Tract boundary lines, right of way lines of streets, easements, and other rights of way, and property lines of residential lots and other sites, with accurate dimensions, bearings or deflection angles and radii, arcs, and central angles of all curves.
         c.   Name and right of way width of each street or other right of way.
         d.   Location, dimensions, and purpose of any easement.
         e.   Number to identify each lot or site and block.
         f.   Purpose for which sites, other than residential lots, are dedicated or reserved.
         g.   Proposed building setback lines on all lots and other sites.
         h.   Location and description of monuments.
         i.   Certification by a registered Illinois land surveyor certifying to accuracy of the survey and plat.
         j.   Certification showing that all taxes and special assessments due on the property to be subdivided have been paid in full.
         k.   Certification of title showing that applicant is the land owner.
         l.   Approval by signatures of the village council and state officials concerned with the specifications of utility installations.
         m.   Approval by signature of the village council. Such approval shall be as follows:

This approval of the final plat shall not be deemed to constitute or effect an acceptance by the public of the dedication of any street or other proposed public way or space shown on the plat.
         n.   Statement by owner dedicating streets, rights of way and any sites for public use.
         o.   Name of subdivision.
         p.   Location by section, township and range.
         q.   Title, scale, north arrow and date.
      2.   Cross Sections And Profiles Of Streets: Cross sections and profiles of streets showing grades approved by the village engineer. The profiles shall be drawn to village standards. The scales and elevations shall be based on the USGS datum plane.
      3.   Protective Covenants: Protective covenants in form for recording. (Ord. 8-92, 4-14-1992)
      4.   Grading Plan: The final plat shall be accompanied by a grading plan showing contour levels and finished floor elevations. (Ord. 28-96, 8-6-1996)
      5.   Community Impact Statement: Any person, firm or corporation applying for an approval of a final plat shall be considered to be engaging in development or land disturbing activity within the meaning of the community impact statement ordinance of the village 1 , and shall be required to comply with said community impact statement ordinance in applying for such approval, unless the requirement for such compliances is waived as provided in the community impact statement ordinance.       6.   Other Data: Such other certificates, affidavits, endorsements, or dedications as may be required by the plan commission in the enforcement of these regulations. (Ord. 8-92, 4-14-1992)
