10-2-1: CALCULATION OF LAND REQUIRED FOR SCHOOL SITE DEDICATION:
For any land located within the corporate limits of the village or within the territory contiguous to the corporate limits and within one and one-half (11/2) miles of the corporate limits in LaSalle County as indicated on the official map or latest revision thereof, as a condition of approval of a final plat of subdivision, or of a final plat of a planned unit development, the developer or subdivider shall be required to dedicate land for school sites to serve the immediate and future needs of the residents of the development, or to make a cash contribution in lieu of actual land dedication, or a combination of both, at the option of the village council with advice from the school district, in accordance with the following criteria:
   A.   Student To Land Ratio: The ultimate number of students to be generated by a subdivision or planned unit development or new residential development shall bear directly upon the amount of land required to be dedicated for a school site. The land dedication requirement shall be determined by obtaining the ratio of: 1) estimated number of students from the development to be served over the, 2) number of students to be served in each school classification stated herein, and then applying such ratio to the, 3) recommended number of acres per student population for a school site for each school classification as stated herein. The product thereof shall be the acres of land deemed necessary to have sufficient land for school sites to serve the estimated increased number of students.
   B.   School Classification And Site Size: Classifications and size of school sites within the village shall be determined in accordance with the following criteria, which is consistent with the minimum site recommendation of the Illinois office of education standards as adopted by the Illinois state board of education:

   C.   Population Density: The estimated number of students generated by a development shall be determined in accordance with the population density factors contained in the most current revised table of estimated ultimate population per dwelling unit published by the Illinois school consulting service, said table found at the end of this section. This population density table is generally indicative of current and short range projected trends in family size for new construction. The student populations listed in said table shall be used for all calculations required unless a written objection is filed by the subdivider or developer with the village clerk and the superintendent of the school district prior to approval of the final plat. In the event a written objection is filed, the subdivider or developer shall file a demographic study showing the estimated additional student population to be generated from the subdivision or planned unit development or other development. The final determination of the student population density to be used in the calculations shall be made by the village council based upon the demographic information submitted by the subdivider or developer and upon such other demographic information as may be submitted by the school district or others.
