No person, firm, or corporation shall engage in development or land disturbing activities within the village or within that contiguous territory located in LaSalle County lying outside of the corporate limits and within one and one-half (11/2) miles of the corporate limits of the village, as indicated on the official mile and one-half (11/2) zoning map, without first providing a community impact statement in accordance with the specifications and procedures hereinafter set forth. Elements of phased projects may be treated as separate projects with regard to the community impact statement requirements. This requirement shall not apply to development or activities of the municipal corporation of the village. (Ord. 5-97, 3-4-1997)
