Any water consumer who has violated or failed to comply with any provision of this chapter or the rules or regulations hereunder shall be punished by a fine of not less than one hundred dollars ($100.00) nor more than seven hundred fifty dollars ($750.00). Each day a violation is permitted to exist shall constitute a separate offense. In addition to the penalties provided herein, the village may recover reasonable attorney fees, court costs, court reporter fees, and other expenses of litigation by appropriate suit at law against the person found to have violated this chapter or the rules and regulations and permits issued hereunder.
