9-1-3: PLUMBING REQUIREMENTS:

No water shall be turned on for service in premises in which the plumbing does not comply with the provisions of the plumbing regulations of the village; provided, that water may be turned on for construction work in unfinished buildings, subject to the provisions of this chapter. (1966 Code § 16.104)
