A. Permit Required: It shall be unlawful to remove or cut down any tree or shrub in any street, parkway or other public place without having first secured a permit therefor.
B. Application For Permit: Applications for such permits shall be made to the commissioner of public property, and shall be referred by him to the council for approval before permission shall be granted. (1966 Code § 7.502)
