In order to comply with present statutory law and administrative rules and regulations concerning procedures and methods for the collection and disposal of garbage and refuse, which requirements the village council recognizes as necessary and desirable for the protection of the public health and welfare, the village council does hereby establish the provisions of this chapter for the collection, removal and disposal of garbage and refuse.
