Every owner of a motor vehicle who resides within the village shall be required to pay each year by January 2 for such year to the village clerk a tax or license fee of ten dollars ($10.00) for the use of each motor vehicle used on any public street or highway within the village, except as to such owner sixty five (65) years or older such tax or license fee shall be seven dollars fifty cents ($7.50). In the event the appropriate fee is not paid by January 31, the fee shall be twenty dollars ($20.00), or in the case of an owner sixty five (65) years or older a fee of fifteen dollars ($15.00).
