10-2-3: CONSTRUCTION REQUIREMENTS:
   A.   Construction Plan:
      1.   Plan Required: Upon receipt of the approved preliminary plan, the subdivider shall submit ten (10) sets of construction plans to the city clerk for distribution to the city council, city engineer, and other persons as directed by the city council. The construction plans should be for the area covered in each final plat. Construction plans for public improvements necessary to serve the area being platted will be reviewed for approval. The submission or resubmission of construction plans shall be accompanied by a review fee of fifty dollars ($50.00) per acre for each gross acre or parts thereof within the subdivision boundaries, or five hundred dollars ($500.00), whichever is greater. Other specific additional information may be requested by the city engineer.
      2.   Required Information: The construction plans shall be submitted on appropriate size sheets (24 inches by 36 inches) and to a minimum scale of one inch equals one hundred feet (1" = 100'). Construction plans shall contain the following information:
         a.   Cover sheet containing the location of the development; symbols that are used; index to sheets; summary of quantities; scales that are used; appropriate place for approval of the city engineer; and the signature and seal of a registered professional engineer.
         b.   North arrow and bench marks with their elevations noted. Bench marks shall be referenced to mean sea level datum as determined by the USGS.
         c.   Plan sheets showing the locations of all existing and proposed streets, right of way lines, sanitary sewers, storm sewers, sidewalks, drainage ditches, easements, rear lot drainage, direction of storm drainage flow, survey monuments, water mains, fire hydrants, and any other appurtenance or structure that might influence design considerations.
         d.   Profile sheets indicating the existing ground line and proposed grades and elevations for all proposed streets, sanitary sewers, storm sewers, drainage structures, drainage ditches, and rear lot drainage. Elevations shall be referenced to the USGS datum.
         e.   Typical sections showing right of way lines, proposed pavement widths, pavement thickness, base thickness, subbase thickness, subgrade, crown, curbs and gutters, sidewalks, and other design data, when required.
         f.   Detail sheets showing the details of manholes, inlets, catch basins, curb and gutters, drainage structures, and any other structure or appurtenance to be constructed, or reference made to the "Standard Specifications For Road And Bridge Construction" or "Standard Specifications For Water And Sewer Main Construction In Illinois" or "Highway Standards" published by the state department of transportation.
         g.   Design computations for storm sewer design, special structures, and pavement designs, when required.
         h.   When access to a county highway is involved, proof of acquisition of an access permit from the county highway department.
         i.   Proof of acquisition or application for a 404 permit if any dredging, riprapping, fill work or similar activities will be conducted in or around streams.
      3.   Approval By City Engineer: Basic review of the construction plans shall be completed by the city engineer within seventy five (75) days of the submission date, and when construction plans have been resubmitted, they will be rereviewed and returned to the developer's engineer within forty (40) days, unless review time is extended by the city engineer in a letter listing reasons for the extension. This letter will be sent to the engineer who submitted the construction plans. When the construction plans have been approved by the city engineer, the subdivider may install the required public improvements as provided in this title.
   B.   Notice Of Construction: The city engineer shall be notified at least twenty four (24) hours prior to the commencement of construction.
   C.   Subdivider's Observer Required: The subdivider's engineer shall have a full time, qualified resident observer present on the construction site for the following:
      1.   Approval of the subgrade prior to paving.
      2.   Continuous observation of all phases of the paving operation, construction of sanitary sewer mains and appurtenances, and construction of storm sewer and appurtenances.
   D.   Review By City Engineer: The city engineer will periodically review the procedures and progress of the field construction.
   E.   Presence Of Job Site Superintendent Required: The subdivider's contractor shall have a superintendent on the job site at all times while construction is in progress. The superintendent shall be responsible for the entire construction procedure. In his absence, the superintendent shall indicate to the subdivider's observer and/or the city's observer the person temporarily responsible for the conduct of the work. (Ord. 212, 6-22-1985)
