No building which has been intentionally demolished or which has been damaged by fire, storm, explosion, act of nature or public enemy, to the extent of more than fifty percent (50%) of its fair market value, shall be restored except in conformity with the regulations of this title; except, that, in the event a single- family dwelling or garage, which stands on a lot which is less than the minimum size required by this title, is damaged or destroyed by any such casualty, it may be restored or rebuilt on the limits of its original foundation and to its original height; provided that such restoration or rebuilding is in conformance with other provisions of this code.
