9-2-4: LAPSE OF BUILDING AND ZONING PERMIT:
Whenever the Zoning Official, or its designee has granted a building and zoning permit, said building and zoning permit so granted shall lapse after the expiration date of one (1) year from the date of issuance of the building and zoning permit if construction of foundation has not been completed in accordance with the plans for which such building and zoning permit was granted.
