6-1-8: ROAD CLOSURES:
   A.   Purpose: The City Council finds that the closing of Greenbriar and Huntleigh Roads at the City's Municipal boundaries is a public purpose that is necessary to protect the public health, safety, and welfare of the City, its residents and all persons using the City's streets. In addition, the closing of Greenbriar and Huntleigh Roads at the City's Municipal boundaries serves a wide variety of functions that promote the purposes of this section. These functions include, without limitation, each of the following:
      1.   Enhancing public safety by reducing vehicular traffic on roadways, which have no sidewalks, curbs or street lights.
      2.   Enhancing public safety and controlling road maintenance costs of the City by reducing vehicular traffic on roadways, thus slowing the deterioration of asphalt pavements and oil and chip pavements.
      3.   Enhancing public safety and controlling police costs of the City by reducing vehicular traffic on roadways, thus permitting City police to engage in other public safety activities.
   B.   Definitions:
    AFFECTED STREETS: Greenbriar and Huntleigh Roads.
   PERSON: Any individual, corporation, partnership, association, or other legal entity.
   PUBLIC SERVICE VEHICLE: Any State, County and Municipal law enforcement vehicle, Municipal Fire Department vehicle, public or private ambulance vehicle, or any other emergency service vehicle, and includes school buses and licensed waste haulers.
   C.   Closing Of Greenbriar And Huntleigh Roads:
      1.   From and after the effective date of this section, the affected streets will be closed to vehicular traffic by any person, except a public service vehicle, at the point on the street closest to the Municipal boundary of the City of Leland Grove, Illinois, as determined by the Mayor and the City Road Commissioner.
      2.   The appropriate means by which the closure of the affected streets will be undertaken, including the necessary signage indicating the closure will be determined by the Mayor and the City Council.
      3.   The total cost to be incurred for the closure of the affected streets shall not be more than the amount budgeted, as set forth in the most recent budget approved or as such may be modified with the approval of the City Council. (Ord. 347, 9-27-2005)
