6-1-7: REGULATION OF TRUCK VEHICULAR TRAFFIC:
   A.   Purpose: The purpose of this section is to regulate and restrict by classification vehicular traffic upon certain city streets in order to prevent infrastructure damage, promote safe and efficient traffic flows, and preserve the integrity and safety of the city's residential neighborhoods.
   B.   Definitions: The terms used in this section shall have the following meanings unless otherwise specifically provided:
    ARTERIAL: Those roadways designated as arterial on the five (5) year classification map for the Springfield area prepared by the Illinois department of transportation.
   CITY: The city of Leland Grove.
   DESTINATION POINT: The fixed location that the operator of a vehicle must directly access in order to load or unload goods, passengers or other cargo, or to perform services.
   VEHICLE: Includes the motorized unit and any trailer or semitrailer attached to the motorized unit.
   C.   Operation Limited To Designated Arterial Roadways: Except as otherwise provided by this section, the operation of the following vehicles shall only occur upon the designated arterial roadways in the city:
Any vehicle designed or used for the transportation of commodities, equipment or materials, which vehicle:
      1.   Extends more than eight feet (8') to the rear of the driving or passenger compartment of the vehicle;
      2.   Exceeds eight feet six inches (8'6") in width, and/or twenty six feet (26') in length;
      3.   Exceeds eight thousand (8,000) pounds' (4 tons) gross weight, including vehicle and maximum load; this includes all vehicles registered as a motor vehicle of the second division except those in class B.
   D.   Exceptions: The prohibitions set forth in this section shall not apply to the following:
      1.   The operation of a vehicle upon any street where directly and unavoidably necessary in order to access or depart from a destination point. When a destination point is not located immediately adjacent to an arterial roadway, the vehicle operator shall access and/or depart from a destination point using the shortest and most direct city route to and from the nearest arterial roadway.
      2.   The operation of emergency and law enforcement vehicles.
      3.   The operation of any vehicle owned or operated by the city, a public utility or any contractor, while directly engaged in the repair, maintenance or construction of streets, street improvements or utilities within the city.
      4.   The operation of any vehicle within and pursuant to any officially established temporary detour route.
      5.   The operation of any vehicle directly engaged in the collection and/or transport of waste from city residences and businesses, including, but not limited to, recyclable material.
      6.   The operation of passenger buses, including, but not limited to, mass transit vehicles and school buses.
      7.   The operation of a vehicle otherwise permitted by this code to be operated or parked at a residence by a resident.
   E.   Enforcement; Penalty: Any person, firm or corporation who violates any provision of this section shall be punished by a fine not to exceed three hundred dollars ($300.00). (Ord. 397, 6-24-2014)
