Any dog or cat which may in any manner disturb the peace and quiet of any person or neighborhood, or shall destroy or in any manner injure any person, animal, plant, shrub or other property not on the premises of its owner or keeper, is hereby declared to be a public nuisance, and such dog or cat shall be taken up and impounded.
