(A) Purchases of supplies, equipment, and services which cost less than thirty thousand dollars ($30,000.00) will not require legal advertisement.
(B) For purchases of less than thirty thousand dollars ($30,000.00), efforts will be made to get the lowest and best price, but written records of such efforts are not necessary.
