Any person may file a written complaint alleging violation of the provisions of this chapter. The complaint shall state fully the cause and base thereof and shall be filed with the Planning Commission, its authorized agent or inspector. The Planning Commission shall properly record the complaint and investigate and take action thereon as provided by this chapter to site the violator into District Court if an uncorrected violation is determined to exist.
