(A) The city hereby establishes the office of the City Administrative Officer.
(B) The City Administrative Officer shall have sufficient professional training and experience in administration to insure his competency in performing the duties required of such city officer.
(C) The City Administrative Officer shall advise the Mayor on matters of policy formulation on municipal problems. The Officer shall have the major responsibility for the preparation and administration of the city budget under the direction of the Mayor. The Officer shall advise the Mayor on personnel decisions, including the appointment of subordinate administrative personnel; the Officer shall have continuing, direct relationships with operating department heads on implementation and administration of municipal programs; and the Officer shall carry out such other additional duties and have the additional responsibilities as may be assigned by the Mayor with the same powers as the Mayor in carrying out such duties.
(D) The City Administrator shall take the oath as required by section 228 of the Constitution of the Commonwealth of Kentucky, but shall not be required to provide bond.
(E) The City Administrator shall receive such compensation as may be determined by the City Council in accordance with the city 's pay classification plan.
