Service under this chapter shall be made by certified mail, return receipt requested, addressed to the owner at his last known address as shown by the tax rolls of the city, unless the Public Officer shall be aware of a different address, and such fact shall be endorsed upon the complaint or notice. Service upon a lien holder shall be by first class mail with proof of mailing.
