(A) The Hearing Officer may determine that a structure is a public nuisance due to being unsafe or unfit for human habitation, occupancy or use if it is found that conditions exist which are described in § 152.01A.
(B) Additional standards to guide the Hearing Officer, or his agents, in determining the fitness of a structure for human habitation, occupancy or use, may be provided by ordinance or resolution.
