§ 130.01 HALLOWEEN ACTIVITIES REGULATED.
   It shall be unlawful to engage in the Halloween activity commonly known as "Trick or Treating" within the corporate limits of the city, except that children may engage in such activity under the following conditions:
   (A)   All children must be accompanied by a parent, guardian or responsible adult who shall assure that the child or children being supervised is not permitted to engage in acts of vandalism or malicious mischief;
   (B)   All children must wear an article of outside clothing which is by reason of color or design such that the child will be readily visible to motorists driving at night;
   (C)   The activity commonly known as "Trick or Treating" shall be restricted to Halloween and shall commence no earlier than 5:00 p.m. prevailing time and shall terminate at 8:00 p.m. prevailing time; provided however, should Halloween fall on a Sunday, the activities shall be restricted to the preceding Saturday and shall commence no earlier than 5:00 p.m. prevailing time and shall terminate at 8:00 p.m. prevailing time;
   (D)   Children are defined as being individuals under the age of 14 years.
