A licensee may park for purposes of pickup or delivery for a period not to exceed 30 minutes at each stop during which time he shall be exempt from paying a parking meter charge, except however, that in the event the licensee completes his pickup or delivery in less than 30 minutes, such further parking time shall be subject to the regular parking meter charge.
