For purposes of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
VEHICLE. Any device having wheels used for transporting people or goods, including but not limited to bicycles, skateboards or roller skates, except for wheel chairs and similar devices used for the transport of handicapped persons and small children. Also excluded from the definition of VEHICLE are modalities used by city employees during the conduct of maintenance operations within the city parks.
