§ 90.17 ANIMALS RUNNING AT LARGE; DAMAGE TO PERSON OR PROPERTY.
   (A)   It shall be unlawful to allow any dog or cat, whether or not licensed by any appropriate authority, to run at large. It shall be conclusive proof that the animal is allowed to run at large if it is found upon a public way or on the real property of one who is not the owner, without being under restraint.
   (B)   Any person who sustains loss or damages to person or property by reason of an animal unlawfully running at large shall be permitted to recover damages in a civil action as provided by law.
