§ 63.22 INSTALLATION, MAINTENANCE AND TESTING OF FIRE HYDRANTS.
   (A)   Duties and responsibilities of the Utilities Commission. It shall be the duty and responsibility of the Utilities Commission of the city, its agents and employees to internally maintain fire hydrants for the use of the Fire Department of the city; including, but not limited to, installing the hydrants, maintaining their internal mechanisms, and servicing them.
   (B)   Testing of hydrants. Each hydrant owned and maintained by the city shall be flow tested by the Fire Department every second April and October and inspected each April and October of the year pursuant to standards generally accepted, and a report of the results of such test shall be recorded and kept as part of the records held by the Fire Department. The results shall be submitted to the Utilities Commission for any required internal maintenance.
   (C)   Inventory of hydrants. The hydrants belonging to the city shall be numbered with a number plainly visible and a list of hydrants, their location and number shall be annually submitted to the Fire Chief.
   (D)   No compensation for hydrant maintenance. The General Fund of the city shall not be charged with any fees for any fire or water hydrant that is a part of the city water transmission system, with the exception of outsourced labor and supplies required for external maintenance.
   (E)   Subdivision developers to install water transmission lines. The Utilities Commission of the city shall have authority to require by regulation that developers of subdivisions within the city service area install water transmission lines according to the Commission specifications and may require the installation of acceptable fire hydrants.
   (F)   External maintenance. The external appearance of the fire hydrants owned by the city shall be maintained by the city. Required external maintenance shall be outsourced for repair as needed. Neither the Fire Department nor the Utilities Commission shall be specifically designated the duty to maintain the external appearance of the fire hydrants owned by the city.
