Each part of the utility system (water, sewer and gas) will have separate internal books kept annually. There will be one annual audit for the entire system. The purpose of the separate profit and loss statements for each part of the system shall be to bring each part of the system to a profitable operating level. It is the goal of the utility system and the City Council to bring each component of the system into a profit position in a five year period unless, of course, that component is already profitable.
