§ 63.15 SUPERVISION OF UTILITIES SYSTEM; ADOPTION OF BUDGET.
   The Commission shall have the full, absolute, complete and exclusive supervision, management and control of the utilities system, including without limiting the generality of the foregoing, the administration, maintenance, operation and extension thereof. All bills for services rendered by such system shall be collected and accounted for by the Commission in the manner and form required by law, and all collections shall be deposited with the Treasurer of the Commission as he may direct. Such municipal utilities system shall be operated on a fiscal year basis, commencing on June 1 of each year and ending on May 31 of the following year, and at least 30 days prior to the beginning of each fiscal year the Commission shall cause to be prepared and adopt a detailed budget of the estimated amounts of money to be received in connection with the operation of such system and the necessary expenditures in connection therewith for the next ensuing fiscal year, a copy of which budget shall be filed with the City Clerk/Treasurer. All disbursements for the account of such system shall be ordered paid out only upon the approval of the Commission.
