(A) All members of the Commission, so long as they are Commissioners, shall be residents and taxpayers of the city. All appointments shall be until their successors shall have qualified. Any Commissioners by appointment shall be eligible for reappointment upon the expiration of his term. Each Commissioner, as such, shall receive reasonable compensation monthly, as may be fixed from time to time by the Commission, subject to the approval of the City Council. Each appointed Commissioner shall be removable for cause by record vote of a majority of the members of the Commission.
(B) No member of the City Council shall simultaneously serve as a member of the City Utilities Commission, such simultaneous membership being incompatible one with the other.
