All vacancies in the City Utilities Commission shall be filled for the unexpired term, and all other appointments shall be for a term of four years. Each commissioner will be appointed at least 30 days prior to the date that any vacancy is to occur although such commissioner will serve until the vacancy takes place. In addition, if any of the commissioners resign or become unable to serve for any reason, the City Council shall appoint a replacement for the departing commissioner for the remainder of the term within at least 30 days from the date of such resignation or departure. A majority of the Commission at any meeting shall constitute a quorum. The Commission may adopt rules and bylaws for the time and place of its meetings and the conduct thereof.
