(A) The rates and charges for the services provided by the system shall apply to all residential, commercial and other establishments in any manner directly or indirectly connected with the utilities system of the city.
(B) The rates and charges herein set out shall be billed to the party making application for such services. The City Utilities Commission may require such security of indemnity deposits for service as it deems appropriate.
(C) No free service shall be allowed or permitted from the utilities system, and no permanent connections to the system shall be permitted or made except on a metered basis except for fire protection lines.
