After construction, inspection, the tender of a complete set of "as built" plans drawn by a Kentucky registered engineer or surveyor, showing all lines sizes of lines, hydrants, blow-off valves, gate valves and other appurtenances referred to permanent markers, the instruments conveying necessary easements to the city, to the Utilities Commission and the payment of accrued fees, the Utilities Commission shall consider its approval and acceptance of the project.
